This cablegram from Prime Minister Hughes in London led to the convening of a conference between the Commonwealth and State governments in January 1919 to discuss his proposals. After the conference Acting Prime Minister Watt advised Hughes by cablegram 'regret to advise that funk [fear] of State Governments over [world influenza epidemic] and quarantine led to rapid stampede from Premiers' Conference in January; consequently matter was not brought to finality
