11. Energy and Resources

The Agencies

A number of Commonwealth agencies were established – most noticeably during periods of national stress – to manage important resources. In general an agency created under such circumstances had a short lifespan, with its functions being carried out by a specifically appointed board and its staff seconded from a larger and more long-term department.

For example, the Joint Coal Board was established in 1917 for the purpose of regulating coal stocks in each State. The membership of the Western Australian Coal Board included Captain Chapman, James Clare, Charles James Locke and John Phair. The Commonwealth Department of Minerals and Energy was created in 1972, but in Western Australia the Department of Supply handled any matters of relevance until 1974. (See also Trade.)

The Records

The records of agencies responsible for energy and resource matters were either controlled or taken over by the superior agency, which was sometimes located in Melbourne. In WA the Department of Administrative Services became the controlling agency for many of these records through its control of the Department of Supply. Agencies such as Customs, Industrial Relations, Employment and Trade also had some interest in the energy and resources function.
