4. Depression and war: Canberra in decline, 1927–57

Subsequent to the opening of Parliament House, in April 1928 Cabinet approved the relocation to Canberra of 184 staff from agencies, including the Bureau of Census and Statistics, Electoral Office, Auditor-General's Office, Public Service Board, Superannuation Fund Management Board, Invalid and Old Age Pensions Office, and Department of Health.67 Canberra's development seemed assured, but what no-one foresaw was the effect of the Great Depression, beginning in October 1929.
