The Commonwealth Conciliation and Arbitration Act 1904 established the Commonwealth Court of Conciliation and Arbitration for the purpose of settling industrial disputes extending beyond the limits of any one state, and prescribing a minimum rate of wages. The Commonwealth's later involvement in employment was instigated by pressures on labour resources catalysed by Australia's participation in World War II. This brought about about the establishment of the Department of Labour and National Service in 1940.
